Along with all cities and counties in Oregon, Hillsboro is updating camping rules for people living unsheltered to comply with state law and federal court decisions. 

While the new laws require cities to allow camping on public property when sufficient shelter beds are not available, cities may regulate the time, place, and manner. 

  • Guidelines for where and how camping may be allowed on public property are outlined in the Manager’s Administrative Rules.

  • Time restrictions will be detailed in the updated camping ordinance.
A Camping Ordinance Workgroup of diverse community advisors is reviewing the requirements and providing insight on when, where, and how to allow camping on public property in Hillsboro.

Manager's Administrative Rules: Where & How to Allow Camping 

On June 6, the Hillsboro City Council weighed in on the place and manner rules during a Work Session following its regular meeting. 

The Camping Ordinance Workgroup reviewed the drafted Manager's Administrative Rules, provided feedback on place and manner restrictions, and discussed community education strategies during their final session on May 26.

Ordinance Updates: When to Allow Camping & Additional Guidelines

The City Council will adopt an updated camping ordinance over two readings during regular meetings on June 6 & June 20.

In May, the Hillsboro City Council met to review the Workgroup's feedback on the ordinance updates, including time restrictions, personal property storage rules, and conditions for registered property owners to establish private camping.

Listening & Engaging Our Community

The City is listening and engaging with community members to inform the Hillsboro City Council as they work to determine where, when, and how camping may be allowed on public property.

In addition to forming the Camping Ordinance Workgroup, the City invited all community members to take a Camping Rules Survey and share their experiences to build understanding of the broader community impact of homelessness.
