Garbage & Recycling Rate Will Increase on August 1, 2023

The Hillsboro City Council approved a rate adjustment for garbage and recycling services in Hillsboro during its June 20, 2023 Council Meeting.

The increase for residential customers will be $2.48, or 8.8%, per month based on a 35-gallon roll cart — the most common service level. The increase for commercial customers ranges from 1.7% to 2.0%, depending on container size and service frequency. The adjusted rates will take effect on August 1, 2023.

How are rates set?

Garbage and recycling rates are reviewed annually to determine whether rates are adequate to cover expenses — or whether an increase is warranted — including variables such as costs for labor, fuel, health care, landfill, and recycling. The City of Hillsboro takes every measure possible to avoid unnecessary increases in rates.

The reasons for the rate increase include an increase in the cost for disposal of over 11%, set by the regional government, Metro, and operational cost increases including:

  • Equipment maintenance
  • Roll cart and container purchases
  • Fuel increases
  • Wages
  • Insurance increases
The Hillsboro City Council also adopted a reduced-rate program, which will provide reduced collection rates for income-qualified customers. The cost of this program will be $0.25 per month based on a 35-gallon roll cart.

How does waste collection work in Hillsboro?

Garbage and recycling collection from Hillsboro homes and businesses is performed by six private waste collection companies. These companies are authorized under contract with the City to serve customers within defined areas of the City.
