Utility Billing is now at 2114 Pacific Avenue, Rogers Room, City Library

The City of Forest Grove is constructing a new Development Services Annex (DSA) building while also renovating City Hall. Located on Council Street, both buildings are thoughtfully designed to accommodate the City and community's growing needs. The DSA building will house the Community Development and Engineering departments in one location so all development services are available at one counter.

In order to complete the remodel of City Hall, staff needs to move out. Starting November 4, Utility Billing and Court services will be relocated to the Rogers Room inside the City Library. Access to these services will be available from 9:00 am - 5:00 pm, and library hours remain unchanged. All other City Hall services will be relocated to 1585 Poplar Street, Forest Grove. The expected date to move back into the renovated City Hall is mid-April 2023. Specific dates will be updated as the project nears completion.

  • Utility Billing & Court will be located at the Rogers Room inside the City Library, 2114 Pacific Avenue.
  • Utility Billing & Court hours start at 9:00 am and Library hours start at 9:30 am.
  • You may continue to use the utility bill drop box.
  • All other City Hall services including planning, zoning, permits, and business licenses will be at 1585 Poplar Street starting November 1. 
  • Engineering will remain at its current temporary location at 2004 Pacific Avenue.
